Do not confuse this with an educational text. It is basically a white paper wrapped in a hard cover. Any appeal it might have would be to academics who want to discuss the theory of the standard. It does not deal with the application of that standard (i.e. very little user level information). At times the author seems to question the value of the standard he is writing about.
